Yes the custodial parent can ';forgive'; the arrears. you will need to contact the division of family services in your state and find out the process. typically this is a simple form they have or an affidavit signed and notarized and submitted to the court.

The failure to pay support is in violation of the order of the court and is treated as contempt of court. It is not contempt of ex, but contempt of court. The court will enforce its own orders. In addition, the purpose of child support is to help increase the standard of living of the child, Any parent that would agree to a decreased standard of living for his or her children is unfit to be a parent. Finally, if the custodial parent is getting any form of government benefits, the taxpayers/government will insist that the non-custodial parent meet his/her obligation first, before the taxpayers have to take over. In short, No.
I'm a bit confused here .... why would a custodial parent want to wipe out the arrears due from a non-custodial parent? Any and all of the monies are for the child's benefit and so that child is being deprived of what is righfully theirs........
But to answer your question as best as I can - and I'm assuming you are friendly with the non-custodial parent and empathic to their situation...... might I suggest you contact the child support office and ask them to put on hold their pursuit of the arrears for a period of time..... or that they pursue a lesser monthly payment amount......
but please don't cancel them out - they are your child's monies.....
